The Governing Council of Casa África appoints José Segura Clavell as Director General

El Consejo Rector de Casa África nombra director general a José Segura Clavell

The Governing Council of Casa África, formed by representatives of the Ministry of Foreign Affairs, European Union and Cooperation of the Government of Spain (MAUC), the Government of the Canary Islands and the City Council of Las Palmas de Gran Canaria, met today to agree on the appointment of Mr José Segura Clavell as Director General of the institution of public diplomacy, at the proposal of the MAUC. Prior to the appointment of Segura, the Council also approved the stepping down of Mr Luis Padrón López, who had been responsible for the general management of Casa África since January 2014.

The Governing Council of Casa África is made up of five representatives of the MAUC, three representatives of the Government of the Canary Islands and one of the City Council of Las Palmas de Gran Canaria. Its presidency, which alternates every two years between the Ministry and the Government of the Canary Islands, is currently in the hands of Minister Josep Borrell. 

At today’s meeting, travelling from Madrid on behalf of the MAUC, were the Director General for Africa, Raimundo Robredo, the Deputy Director General of Communication, Institutional Image and Public Diplomacy, Elena Pérez-Villanueva, and the technical advisor to the Cabinet of the Secretary of State for Foreign Affairs, Beltrán de Águeda. Attending on behalf of the Government of the Canary Islands was its vice-president, Pablo Rodríguez, and present on behalf of the City Council was its mayor, Augusto Hidalgo. 

On behalf of Minister Borrell, the director general for Africa of the Ministry, Raimundo Robredo, thanked Padrón for his work and for the attitude and professionalism with which he has led the institution for the last five years. 

On behalf of the Government of the Canary Islands, its vice-president, Pablo Rodríguez, also thanked Padrón for his work at the head of the institution, and expressed his opinion that it has meant a boost both for relations between Spain and Africa and especially those of the Canary Islands, through this institution acting as a meeting point for Africans and Spaniards.

The mayor of Las Palmas de Gran Canaria, Augusto Hidalgo, also acknowledged and thanked the director general for his work to date, and said that the institution has been key to the international image of the capital of Gran Canaria.

The new director general of Casa África, José Segura Clavell, was born on 4 July 1944 in Barcelona. Married with 3 children, he is a Doctor of Chemistry, Professor of Thermodynamics at the Escuela Oficial de Náutica in Tenerife and Professor of Applied Physics at the University of La Laguna. Segura’s extensive career as a public representative began in the Island Council of Tenerife, where he was councillor (in two legislatures, 1979-1983 and 1987-1991) and president in the period 1983-1987. In 1989 he was elected senator for the island of Tenerife, a post he held for two years (1991-1993) while he was also mayor of the municipality of San Cristóbal de La Laguna. Between 1993 and 1996, he was once again a senator.

In 1996 he was elected minister for the province of Santa Cruz de Tenerife, a post that he held for three terms until he resigned from Congress in 2004 to take on the post of minister of the Government of the Canary Islands (2004-2008). During those years, he managed the central government’s response to the crisis of the boat migrants in the archipelago, when nearly 31,000 people arrived on the Canary Islands’ coasts in a single year (2006). In 2008 he returned to Congress as a deputy, a position to which he returned in 2011.

Segura Clavell plans to take office at Casa África on Monday 18 March, although he will hold a working meeting with Luis Padrón before this date in order to ensure the transfer of power is as thorough and efficient as possible.
